Empowerment and Participation is an important theme for new legislation appearing from the Scottish Government in the past few years from the New Community Justice Legislation, to Health and Social Care to new Planning legislation just going through to a white paper at the moment (Late 2016).
One of the main instigators of the new approach was the Christie Commission (2011) which suggested HERE amongst many other ideas that :-
"Recognising that effective services must be designed with and for people and communities – not delivered ‘top down’ for administrative convenience"
Other comments for example East Lothian HSC Strategic Plan" HERE
stated "It will be based on what we learn from listening to local people"
Even our own Aberdeen City IJB Board papers have an Engagement Participation Empowerment Booklet, although I have questioned what Community Participation took place in creating this booklet.
